When you play the mission, go through the last checkpoint as late as possible, noting how long it took you. Retry the mission again, timing yourself to complete it as late as possible again, but just barely better than your previous time thus letting you win. Keep replaying it as desired, each time deliberately beating your previous time by just a bit a second or two for instance. You can also gently use your car's wheels to move the cones just after triggering the mission to make completing it faster.
